TAX UPDATE- Important changes you should be aware of as we start 2017. 

 

General Administrative Provision No. 02-2016.- Classification of Great Taxpayers

  • Published in La Gaceta Official Gazette No. 237 of December 19, 2016.
  • By means of General Administrative Provision No. 02-2016, the Director of the General Revenue Agency (DG) determined that natural persons or Legal Entities with gross annual incomes of economic activities equal or greater than C $ 160,000,000.00 (one hundred and sixty million córdobas ) would be considered Great Taxpayers.
  • The amount of gross income to be classified as Great Taxpayer, prior to the publication of this provision, was C $ 60,000,000.00 (sixty million).

General Administrative Provision No. 03-2016. – Printing Office Authorization.

  • Published in La Gaceta Official Gazette No. 237 of December 19, 2016.
  •  It is provided by this provision, that any natural or Legal Entity engaged in the activity of elaboration or importation of fiscal vouchers (Fiscal Printing Office), must process and obtain its authorization through the new System of Authorization of Fiscal Vouchers and Printers ( SACFI), available at the Electronic Tax Window (VET) of the General Revenue Agency.
  • Once the online application is made, DGI staff will carry out an on-site inspection at the printing office, and once it is approved, the taxpayer will receive their authorization online, and will be included in the list of "Authorized Printing Offices” (“Imprentas Autorizadas"), available on the website of the DGI.
  •  The authorization number issued by the DGI must be part of the fiscal imprint.

 General Administrative Provision No. 04-2016.- Issuance of RUC documents for ambassadors, embassies and international organizations.

  • Published in La Gaceta Official Gazette No. 06 of Tuesday, January 10, 2017.
  • This General Administrative Provision authorizes the issuance and handing over of RUC identifications to ambassadors, embassies and international organizations, in order to facilitate the process of exoneration and local purchases of goods and / or services exempted from VAT (Value Added Tax.)
  • The new RUC verification module is already online for the businesses that sell the good or service, who will be able to verify, prior to the sale, the validity of the presented RUC ID, in order to proceed to make the sale, Exempt from VAT.

General Administrative Provision No. 01-2017. - Authorization of Fiscal Proofs.

  • Published in La Gaceta Official Gazette No. 06 of Tuesday, January 10, 2017.
  • To facilitate and simplify the preparation of tax proof documents (whether these are invoices, receipts, credit or debit notes and withholding certificates) to the taxpayers before the printers authorized by the General Revenue Office (DGI), must be requested through the new System of Authorization of Fiscal Vouchers and Printers (SACFI).
  • The portal to access the SACFI is located in the electronic tax window (VET).
  • The instructions to facilitate the operation of SACFI are published on the DGI website (www.dgi.gob.ni).
